Proposed feature: NonNatBombardTgt unit class flag

osdn #43255: Targeted to freeciv-3.1: Add unit class flag "NonNatBombardTgt" that tells if the unit can be considered target to "land bombard" kind of attacks. Use it in supplied rulesets to tell that land bombardment ever happens only against Land units (fixing bug that also Helicopters are sometimes considered such targets)
