osdn #43230: targeted freeciv-3.1: Cease making win32 (32bit Windows) installer builds. It's unlikely there's a single user who really needs them - win64 (64bit Windows) should be usable for all Windows users. Especially by the time 3.1.0 gets released.

No code level support gets dropped as part of this ticket - those will come later. At this point we just cease making the builds.

Actually right at the moment the laptop I am using is one. But it is a stand in while my regular laptop is being repaired.

Note that the proposal does not affect 3.0 - it's targeted to 3.1 and later. This would make win32-only systems to miss out starting 3.1.0 release we hope to get out spring 2024.
