Proposed feature: gtk4-client

No single ticket linked as this is a years long patch series. Targeted to freeciv-3.1, with a risk that it slips to 3.2. The individual tickets are still the kind that discussion about them would require detailed understanding of developing gtk4-program (currently I'm trying to get to the point where I have something that compiles against gtk4 libraries). This thread is meant more about general discussion about gtk4-client.
