Proposed feature: Update format of flag .svg files to one of modern inkscape

No single ticket linked, as this is a rather long patch series. Targeted to freeciv-3.2 (I don't consider this urgent enough to do the work of porting all the patches to older branches).
For many / most of our flag .svg files, when loaded to modern inkscape, there's a dialog complaining that they are for an old inkscape version and some adjustments needs to be made. I've been updating all such .svgs (mostly by simply loading them to inkscape and then saving back) to a format of modern inkscape. Currently I'm using inkscape 1.1.1 from Debian Testing/Bookworm.
Occasionally there's also other errors/warnings discovered in the .svg files when doing this work. They are treated as bugs, and usually fixed by the same method of simply saving the file back after inkscape has adjusted them.
