Proposed feature: Rulesave to write most of the standard comments about individual entries

Not linking to any specific ticket, as this is a series of tickets with the common goal. In 3.2 the low-level section file writing allows us to write comments about individual entries, in separate lines (previously we had support just for short comments after the entry in the same line, and comments describing entire sections). Rulesave (the component that saves the rules from ruledit and ruleup) is being expanded to write such comments about the individual entries (mostly in game.ruleset) that have a standardized one in the supplied rulesets. As it's not trivial / without cost to add these, it's debatable which ones should be written. So far we've gone by adding support for the longest ones and leaving one-line comments out.
