Proposed feature: Windows sdl2-client installer package to use gtk4 modpack installer

osdn #43193: targeted to freeciv-3.1: Make Windows sdl2-client installer package to include gtk4 version of the modpack installer, instead of the current gtk3 one.
This is mainly to expose gtk4 version to testing in real world. It would make no sense to use gtk4 modpack installer with the other installer packages which have modpack installers with the same widget library as the main client uses (gtk3 for gtk3- and gtk3.22-clients, qt for qt-client)
