Requirement type "OriginalOwner" (only available at "City" range) added.

That's to be used if one does not want, e.g., city style to change to that of the conqueror, but to be based on the nation that originally founded the city.

Added Tech_Parasite_Pct_Max effect type. It's like Tech_Parasite, but scaling to the number of players.

Number of cities in "Top Cities" report is now configurable (via server setting, so usually available for users and not only ruleset authors), including value 0 to disable it completely.

"Upkeep_Factor" effects can have requirements related to (deductable from) the unit's type.

Requirement of specific Diplomatic Relations can now be "Has team embassy" and "Hosts team embassy"

New ruleset setting controls how nationality of the units having a pop_cost gets chosen. It's either old hardcoded behavior of always having the nationality of the civilization building the unit, or that it matches nationality of the majority of the citizens used in building the unit.

"Growth_Food" effect has been split to two; new "Shrink_Food" effect applies when the city is shrinking.

New "Activity_Time" effect can be used to make activities to take time (number of turns) different from what would follow from the existing mechanisms.
