When 2 players bought a wonder in the same turn

I discovered steam engine at same time turn than an ai and I and this ai bought the Eiffel Tower at the same turn but the ai's wonder was built and I received the message that my city was built something that was not available. Which algorithm determine who gets the wonder in this case?

If you play in "All players move simultaneously" mode, actually they are processed in a random order: first all (also randomly ordered) cities of some random player A, then all cities of another player B, etc. More: https://freeciv.fandom.com/wiki/Turn.

Btw about buying things: you can get an obsolete unit if you have paid for it (but not an unique unit you already have or a unit with unfulfilled gov, building or tech requirement), but not an obsolete building.

Also there is some bug with city production plans: server should unlist from the plan items that are the next but can't be produced now for whatever reason, but you may get there a wrong thing you normally should not be able to switch to.
