Help With Setting Up A Server

Hey I was wondering how do i set up a server that pops up on the metaserver list?

do you just need help with the meta connection or the whole server set up e.g. can ppl currently connect to your server from anywhere in the world if you give them the host ?
If yes then all you need to do is type the command metaconnection u.
Otherwise I'll be happy to help if this is not the case.
