Norwegian translation

Hi,
I just started playing Freeciv, mostly because I had played it in the past, but also because it is one of the few games for Android that doesn't bluntly expresses itself of as its my fault that it can't connect to a server while flying around (yea.. on a plane). And with the upcoming holidays.. I'm not going to pay for GiB of artwork data over the cell phone.. that some stupid games need in order to work.
Well.. anyway, I found that Norwegian was quite unimpressive on FreeCiv. I'm not sure it was even available on the Android, but on my PC at home it was stated as... 29% complete (!!??!).
So I have downloaded NB.PO and gone through the file.. and it looks like most basic things are well translated.. some things are just wrong.. and others are missing. Also, on the first page/menu (when you start the freeciv client) I see that "Client settings" is not translated at all.. but it has a translation in the file (although the translation is "Delete settings" in Norwegian). It has a marking "#, fuzzy" which I have no clue as to what means.
The question here is: Can I update/change the NB.PO file and expect things to be fairly consistent by only using the content of that file? I am not sure I can promise a full translation here, but I can at least try to improve it somewhat. That Engwegian language it's using now is just annoying.
