Any way to allow tech trading and make it hard to steal?

We are setting up LT44 tat will have two teams and tech trading inside teams. Is there a way to make tech trading possible but also to make it very hard to steal from the other team? Diplo chance seems to be 40% at the lowers setting for 2.5.

I second this question. Repeated failures when trading techs with your teammates is most annoying.
Wishes he could convert Civ2's scenarios to FreeCiv...
But instead, he made his own tileset variants, RoundSquare and Sextant-enHANSed, and refuses to play on anything else. Check them out!

Freeciv 3.0 now allows the Action_Odds_Pct effect to modify the probability of the tech theft actions.
