How does tech stealing actually work? (probabilities)

So, once a diplomat steals a tech from a city, no diplomat can do the same at the same city, period. However, what's the situation with spies? At a glance and without serious analysis, we are playing a game where it SEEMS like the chance of a spy stealing a tech from a city depend on whether other spies have already done it at the same city. In other words, the more spies steal from a city, the less chance further spies have to successfully steal from the same city. Can anyone confirm if this is the case?
