2.5.4 is a new bugfix release. See the
full list of changes.
Source code is available
in the usual place. Compiled Windows packages aren't available yet, but should follow shortly; we'll post again here when they turn up.

I just downloaded it and couldn't go further as I'm not understanding all that lingo in the install files.
I just wonder : how many people are like me ?

Windows Installer? That shouldn't be that different from earlier releases.

(I'va had no opportunity to test 2.5.4 Windows release myself, so this is just how it's expected to be)

The 2.5.4 release comes as .zip file with no installer.
But it has all kind of esoteric files that requires downloading this and that and that... in order.
it's just a pain in neck for no IT nulls.

You have probably downdloaded source code, and not Windows Installer Package then. Installers come as .exe.
