Ruleset translation packages.

Currently, there no way to deliver translations to ruleset. In my opinion it's a bug. I suggest to:
- Allow to add special file translations.package to ruleset package
- This file will contains lines assembled with LOCALE + ':' + translation uri (to download)
- Modpack installer should deliver checkbox called "install translation to your language" (for each installer ruleset), which will install translation for selected ruleset and current language
- Modpack installer should contains "manage translations" (for each installed ruleset), where user can delete/install additional translations for selected ruleset
