Is it a good idea to build as many settlers as one can before the granary is built?

I was thinking that maxing out the number of cities might be a good idea.

Another question: how does one edit the saved game files? I tried using Word[Im]Perfect and that didn't work (couldn't save it). Notepad didn't work either (that bombs out to the year 4000 vs 220AD).

No, you should get granary before city grows, and if u want to spam settlers you should definetely get granary earlier.
Eg. if u start with 3 settlers u can build granary in capital before it grows to size 2. You can use scientists in other cities to speed up research.
Then you can change building barracks to granary in capital - when you get pottery( dont build granaries early everywhere or u will bankrupt ).
In default ruleset you have +75% production in capital in despotism, so if you build capital wise you might be able to spam settlers from capital every 3 turn, then rehome settlers to other cities and go build new cities.

You dont need to edit savegames, you can use edit mode to cheat.
