I just finished reading Leach's, dated but authoritative, “Flintlock and Tomahawk” on King Philip's War.
So, I'd like to make a scenario of that war using your game.
What files would I need to edit to create a King Philip's War scenario?
What programs would I need to do the editing?
Could be quite simple, because for one, there wouldn't be any research or building of buildings taking place. With minimal diplomacy; have to add ransom of hostages.
New map icon: mills for grinding corn.
Need to add weather: winter—change turns to months.

Re: scenario
There is a map editor built into the game. If you don't need different kinds of units, or nation, or buildings, that would be enough. Start a game, and then go edit->editor mode.
If you want different kinds of units, or nations, or buildings, see the ruleset editing manual: http://freeciv.wikia.com/wiki/Editing_Rulesets
