				Refugee for Trident

				I saw that Apollo2 had graphics for refugee, but Trident didn't have one. Thus, I built one to increase the compatibility for mod creators.
It is built from scratch, but in the style of Trident.

				This has been committed to S2_4 (next release from the branch: 2.4.5), S2_5 (2.5.0-beta3 or 2.5.0-RC1), and TRUNK. Thank you. This was one of the things blocking the 2.5.0 release. Other mandatory trident things missing from 
patch #4420 are maglev for experimental ruleset to use 
patch #5013, and Inaccessible terrain 
patch #4160. Of course gfx for civ2civ3 wonders would be nice too, as would extended unit upkeep icons and unit activity icons, but lack of those is not fatal.
