So, just to make things clear, path is also calculated diagonally, not by Pythagoras? Distance between cities at (0,0) and (3,3) would be 3, not 3*sqrt(2) = 4(.2)?

Yes, 3. not squared radius.

Before September 2004, it seems Courthouse and Palace just halves corruption (fractions are rounded down towards zero).
