The name says it all - after researching a tech or after increasing the unit experience level after combat (or just about any other condition as defined in the effects.ruleset), hit-points of the unit can be increased for a specified amount. It would be nice to have this option for modding purposes,(it would give a certain RPGishness to the game).
If i remember correctly the experience system of Civ3 was based on raising hit-points instead of increasing attack/defense values.

- If unit has higher attack/defense value, it loses less hp.
So relative hp loss works the same regardless which side experience affects. Difference is in healing time. Unit that has lost more hitpoints takes longer to heal even if hp loss % is the same.

Implementation-wise this is actually requesting two things, but both should be quite doable. 1) There should be effect to increase unit's max hitpoints. 2) There should be veteran level requirement type.
