World Peace Victory Scenario
Is there a way to have multiple people win, if every remaining player has an alliance with every other remaining player? It'd probably be the hardest possible way to win a game. Otherwise, it'd be funny to see a game just go on in perpetuity with no winner.

By default, allied victory is enabled, which is exactly what you describe. I'd assume that typically it doesn't work by having all players ally, but by having one alliance wipe out everyone else.
In general, you can check if allied victory is enabled by typing /help alliedvictory (Freeciv 2.5 and lower) or /help victories (Freeciv 2.6 and higher, Freeciv-web).
