2.6 r33596 I can confirm now that this only happens when I am unconnected to the internet. It happens whether I am attempting to connect to localserver or any public servers. It doesn't matter whether I was already unconnected or was disconnected while browsing servers.

Hello,

I have the very same bug with Freeciv 2.5.5 (Qt client) on Win7 Family 64 bits running in VirtualBox. Turning off either the client's or the host's (speaking of the VM) network triggers it.
Here is the Event Viewer report (sorry for it being in French) :
