I will admit i am terrible at this game. I have a question though: What does luxury tax do?

Luxury makes people happier. In the default (classic) ruleset, for every 2 Luxury points a city produces, one unhappy citizen becomes content or one content citizen gets happy. If there are too many unhappy citizens in a city, there'll be a riot and the city will stop producing goods.

Start by joining freeciv-dev mailing list. That's where the development things happen (more like: that's the way to get notified about all bug/patch ticket activities. People seldom sent emails directly to the list, discussion happen in relevant tickets.
