Question: Unit movement and attack rates

Question: Unit movement and attack rates

For example: at default horsemen have movement rate 2 or can attack 2 times during a turn. Each attack spends 1 MP.

Movement can be adjusted in a ruleset. Civ2civ3 ruleset had movement x2, meaning horsemen have movement rate 4. At the same time, they can only attack twice in a turn. However, I couldn't find anything that may amount to "attack rate" in the ruleset file. Does it mean that it is in the game code itself and there is no way to change it by editing the ruleset?

Attacking always takes a full movement turn, at least, iirc(Can also optionally deplete the unit completely). The only actual 'attack rate' is bombard_rate, and that just tells how many times the bombard hits on a unit set to bombard(rather than normal attack).

I'm not sure if civ2civ3 ruleset has doubled movement points by default. GreatTurn games use x2 movement and Longturn x3. Corbeau's question is: if the movements of the units are doubled or tripled, can the units like horsemen attack more than twice or isn't this feature related to the movement? Anyway, where can you see/modify how many attacks a unit can make per turn?
I guess, as he points out, this is a built-in feature of the game.

Well, if it has been the case in GT or LT game, maybe they run local modification that limits the attacks. In regular freeciv one attack = one movement point, and some units ruleset can limit to just one (but not two, or any other amount) attacks per turn.
