Changing ruleset files in Android version

Might be a question with an obvious answer, but if I want to create my own ruleset files in the android version, so I need to compile them into the apk? Looking on my device, I can't see the normal file structure that would hold them...

Freeciv for Android is a separate project. Not sure if anyone here knows it well enough to answer to your question correctly. It may be a good idea to ask in its help forum.
