CMA first tries to satisfy all minimum reqs, if it can't, it shuts off. Then it tries to get the highest 'value' of resources. For example, if gold's priority is set to 3, each 1 gold has 3 value.

By the way, why is it that I get better returns with 'celeb & growth' instead of 'max-growth'?

If you get better results with celeb and growth, the reason for that is probably that your city is built in a way that it can celebrate easily, and that causes rapture growth after a few turns.
