Can barely change or transform terrain any longer

Hello all,

I'm on Linux Mint, running:
Freeciv version 3.1.0, gui-gtk-3.22 client.
Built against gtk+ 3.24.41, using 3.24.41
Built against glib 2.80.0, using 2.80.0
I'm not sure with what version change this took place, but the only terrain modification I seem to be able to do any longer is changing a forest tile to grassland (which used to fall under transform, if I recall correctly). In my current game, I have engineers, but they cannot transform anything. Under the "Work" menu, down the list I will see transform options, but they are greyed out. Any idea what gives? Do I somehow need to enable transformations in the game settings before I start? Thanks in advance for any help.

Assuming you are playing with civ2civ3 ruleset.

Help -> Units -> Engineers:
"... With knowledge of Fusion Power, Engineers may also perform more radical terrain transformations ..."

That seems a little silly to me, considering they are greening the Sahara right now without any nuclear fusion being involved. What's the easiest way to change this back to how it was, namely that once you have engineers, they can do all of these things?

If you want to switch back to classic ruleset in general, you can select the ruleset to use in the pre-game setup screen.

If you want to change just this one rule in civ2civ3 ruleset, edit actions.ruleset by removing Fusion Power requirement (the "Tech", "Fusion Power", "Player" line) from "Transform Terrain" action enabler.

I think I found it:

It used to be Explosives that allowed transforming terrain. To restore that behavior, don't delete that line - instead replace "Fusion Power" with "Explosives".

No. Even bribed Engineers have been able to do Terrain Transformations, no Tech requirement for that. Building Engineers requires Explosives.
