Qt portable version for Windows

I expect ... that 3.2 and 3.3 snapshot builds will have portable versions included starting within a month.

The subdirectory portable exist in latest 3.2 snapshot build: viewtopic.php?p=108455 . Still more work-in-progress than a release.
