Added support for user (ruleset author) defined building flags: osdn #45832

Together with recently introduced building flag requirement type, this allows requirements that are fulfilled by user-defined set of buildings.

Hard limit on maximum number of city trade routes increased to 20, i.e., the ruleset can make that many trade routes available. osdn #45857

New "EnterBorders" terrain flag makes it possible to move within borders of another nation, on that terrain, even during peace osdn #46619

Terrain pollution and fallout cleaning times (same values applying to all extras) have been replaced by separate clean time for each extra. If you want pollution and fallout cleaning time to differ, that's possible with "Activity_Time" effect introduced earlier. osdn #46636

Maximum number of user defined unit type flags increased to 50, and unit class flags to 25. osdn #46086
