We need a ruleset to test corner cases of the game. While it should remain more or less sane (to run autogames), most restrictions should be lifted:
- Allow nearby cities
- Allow cities on oceans (but not necessary founding of them by any unit)
- Actions with mostly (except unit type/flag) only mandatory requirements
- Units of all kinds (transport-only bombarders, road-strict engineers, maybe even paradropping animals...)
We'll modify the ruleset for specific needs and write the terrible scripts ourselves but it would be nice to have a skeleton.
