Create land tiles over sea

What would you like to see in Freeciv? Do you have a good idea what should be improved or how?

Create land tiles over sea

Sometimes there's a little land remainder at the corner of the continent and the only way to take it is to smallpox that. I remembered that in a free software game called openttd that was a feature that allow the player to create land by increase sea level, because it's free software I suppose that it can be implemented in freeciv. In openttd it is not much useful because that player is CEO of a transport company and don't own the cities but in freeciv it would be a lot useful.

In many of the supplied rulesets, Enginners (or a comparable advanced worker unit) can transform Ocean tiles into land (sometimes requiring other technologies, or requiring a certain amount of land alread present around the tile). You'll likely have to load the Engineers onto a transport ship to do so and station that on the tile you want to transform.

In newer Civ series, all units could attack from sea tiles, but have reduced strength when attacking from sea. Player could select unit promotion, which allows to turn off this impact. Maybe simply allow each unit to attack from sea, but units with special flag (marine) doesn't have reduced attack? I saw in some ruleset rule allowing to attack all units from sea. Freeciv dev probably could also provide this special flag.

Engineers that can reclaim sea are pretty far in the tech tree and you need territory in the start of tge game to keep the pace. Yes, starting positions are often not that fair, lots of myltiplayer gamers will tell you it. Maybe they could be calculated better by tge map generator.

SP players too (well at least this one).
Maybe they could be calculated better by tge map generator.
Cetainly could be. Players using the civ1 ruleset may get some relief in a few weeks time.
