Split science points

What would you like to see in Freeciv? Do you have a good idea what should be improved or how?

Split science points

Split science points onto upkeep and progress. For example library should generate little progress, but big upkeep. The same television and radio station (new buildings ;-) ) . University will generate small upkeep and big progress. Laboratory will only generate progress.

That's to make game more realistic and make progress slower in beginning. There's only one small progress. In late game we will have more buildings to generate progress, but rather needs bigger upkeep.

It sounds logically. Some more complexity in game concepts, but we already have culture splitted into history and performance. Just the total conception of the progress "we develop one thing in a time on a technology chart that we know since the stone age" is so far drom reality that the realism is hardly to be considered unless you change almost everything. But from the gameplay side, why not.

I rethink the idea and maybe instead of adding special production type (upkeep science points), we maybe should use culture points. But better is to provide additional meter and just allows ruleset creators to set culture points and science upkeep points to the same value for some buildings.

Why use culture points? Because everything to deliver knowledge must be part of culture. Books, movies, music, rock engravings, computer programs are part of culture.
