After looking at the wiki , I am still confused about the border. There are two types of "border", the national one with the national color (default: red), and a "city border" in white. What exactly are the differences between the two?

City border is a circle of a specific radius around a city that the city's citizens can work (if a tile is not used by another city or belongs to foreign nation). National borders mark territory of a nation, they normally also circle around a city but 1) of another, in general independent, radius; 2) on water, not always extend as easy; 3) can be spread by certain bases (see wiki article "Borders"). You can't work tiles of your territory not within any city radius, but always can use all the roads on them, and they go to the score.
