Question about order of things on Turn Change

What happens first on Turn Change, building production/completion or happiness calculation?
If the city is rapturing and just got one unhappy citizen, but Temple is about to be finished on next TC, does rapture continue? Temple is (probably) going to de-unhappify (lovely word, innit?) the unhappy citizen, and the only question is if it happens before or after happiness determination.
