Enemy diplomat in conquered city [Bug]

hostedredmine is down, so I'm posting this bug here in the meantime.
I conquered a city, and an enemy diplomat remained in the city. A few turns ago I had eliminated a diplomat in the city with my spy, so I'm not sure if this is a "remnant" from that, or if a new enemy diplomat was produced/moved in the city.
Is this supposed to happen? I don't see anything about it after a brief search on the wiki and this forum. See the attached screenshot.
