How do I add new nations to the game?

I want to add a few new nations to the Freeciv. E.g. so that in the next versions 2.6.xx it will already be possible to select these newly added nations. (I am ready to provide the flag and description myself. As well as the name of the cities)

Contact the site current maintainer (is it wieder_fi? не знаю). Provide a <goblins>.ruleset file for each new nation, maybe he will add them.

How you agree with the maintainer. Probably you can use the guideline on wiki.
Как договоришься уж. Думаю, надо будет пользоваться руководством из викии.
