Increase number of human player?

I don't know it's related to Freeciv, but I need to start a multiplayer game with four players. I ran server and four clients and connect by each client to the server.
Only two player's name are bold and I cannot activate others. How to start game with four players? I type /set minplayers 4, but this won't help.
