Modpack installer doesn't work on Windows

Hello,

I've installed Freeciv 2.3.4 using official Windows binaries. The modpack installer says it can't download modpack list. I've installed Freeciv on 4 computers - Windows XP SP3 x86, Windows Vista SP2 x86, Windows 7 Starter SP1 x86 and Windows 7 Professional SP1 x64. Everywhere's the same outcome. How can I install modpacks?

Works for me, on Windows and Unix.

On these machines, can you manually view http://download.gna.org/freeciv/modinst/2.3/modpack.list in a browser? That's the initial URL the installer will try to use.

Are you behind a web proxy, or anything like that?

Yes, browser opens that URL. I don't think it's proxy, I tried it from home and two mobile internet providers. Does installer write any log file?
