I'm using Freeciv 2.6(gtk3 client) with kwin window manager.

May also be related to this thread. Try running the client from the command line :

OXYGEN_DISABLE_INNER_SHADOWS_HACK=1 freeciv-gtk3

If it solves the problem, then the bug is in Oxygen itself (https://bugs.kde.org/show_bug.cgi?id=319418).
