Ruining Ruins

Is this some bug?
I tried getting rid of this Ruin with different units, and even with engineers can't do!
Can someone explain this?

Which version of freeciv? Which ruleset? Do you have a savegame from which we could reproduce (unability to pillage the ruins)?

Hold on! I think it was a false alert. Checking the last 6 or 7 turns, I noticed that the recalcitrant Ruin had disappeared.
Sorry for the trouble, but I'm including the game anyway.
The culprit is situated in the West of the Noviomagus Island.

Then there might be a bug in that client state (what you see) was not correctly updated when Ruins were actually removed. Now that you tried again, non-existence of the Ruins was known from the start.
