keyboard shortcuts for Caravan and Spy action are disabled in 2.6.0 beta0

I can't use keyboard shortcuts like "alt+e" on Caravan and Spy action window in ver 2.6.0 beta0 (japanese).

game.ruleset:
line 194 ; The first %s should be before the mnemonic of the action.

It seems not to be suitable for CJK translations.

I'm not familiar with CJK text input. Based on your picture I assume that the Japanese translation uses English letters as mnemonics. Is my interpretation correct? If yes: is this the proper way of doing mnemonics in Japanese or a work around?

If the only problem is that "大使館を設置する (%sE) %s" (I don't know Japanese) will look ugly the solution is relatively simple. If the old solution was a work around I'm interested in learning what the proper way of doing mnemonics is Japanese is.

In that case I'll improve the documentation. Would patch #7724 (for translators) and patch #7725 (for ruleset authors and translators that checks the ruleset documentation) have helped?
