Stable release 2.5.1

2.5.1 is a new bugfix release. Notably, it corrects some longstanding bugs in the implementation of border rules and angry citizens. See the full list of changes.
Source code is available in the usual place. Compiled Windows packages aren't available yet, but should follow shortly; we'll post again here when they turn up. (They should resolve a number of major issues in East Asian locales in recent releases.)
