Beta release 2.4.0-beta2

The second beta of the next major version of Freeciv has been released.
To see what's changed in the six months or so since beta1, see the full list of changes. For a reminder of what's new in 2.4.x relative to 2.3.x, see NEWS-2.4.0.
Source code is available here. Compiled Windows packages aren't available yet, but will hopefully follow shortly.
Unfortunately, due to a latent bug in version checking, existing 2.4.0-beta1 installations will now tend to alert you to the existence of the new beta by crashing when you click "Connect to Network Game". Sorry about that; of course upgrading to beta2 will prevent the crash.
