Stable release 2.4.0

25 months after 2.3.0, the next major version of Freeciv, 2.4.0, has been released.
See NEWS-2.4.0 for details of what has changed since the last stable release line, 2.3.x.
For those who tried the betas and release candidates, this version is practically identical to RC2.
Source code is available here. Compiled Windows packages for 2.4.0 aren't available yet, but will hopefully follow shortly; in the meantime, the 2.4.0-RC2 packages are just as good, really.
(This isn't quite the end of the road for 2.3.x; we do plan to make a final 2.3.5 release at some point, mopping up bug fixes that have been made since 2.3.4 was released.)
