Release candidate 2.4.0-RC2

The second release candidate for the next major release of Freeciv, 2.4.0, has been released.
The main fixes are a couple of severe crashes; almost nothing else has changed. The full list of changes since RC1 is here. For a reminder of what's new in 2.4.x compared to 2.3.x, see NEWS-2.4.0.
Source code is available here. Compiled Windows packages aren't available yet, but will hopefully follow shortly.
Once again, if no showstopping bugs are reported in the near future, this candidate will become the next stable release, 2.4.0.
(We've had a few worrying reports of hangs and crashes starting and stopping the server, but we've been unable to reproduce or explain them. If you run into trouble, please give us as much detail as you can, including savegames if appropriate, to maximise the chance that we can fix the problem. Some previous reports here and here and here.)
