Because two different people started their own server. It's free code, anyone can fetch it and start their own.

If there are people wiling to do it and servers available, I'd say it's a bonus to have eggs in different baskets. In case one of the baskets turns out to be a basket case.

This seems to be the main github repository where Freeciv-web is developed and maintained. By Freeciv-web, I mean the JavaScript and HTML 5 port of Freeciv in this repo. Some other Freeciv-web servers just use the Freeciv-web code, but don't contribute openly back to the community.
