Update of Freeciv WebGL 3D version

The 3D WebGL version of Freeciv-web has been updated. It is running Three.js version r86-dev.
Please give the updated version a try and report any bugs you find.

The Freeciv WebGL 3D version has been updated again today, with a new method for rendering roads and railroads. The new method blends the road and railroad graphics into the terrain textures using the WebGL shader, instead of the old method where the roads were separate textured meshes which were positioned above the terrain.
