Depotism 4th unit require one production point per turn.???

Depotism 4th unit require one production point per turn.???

Hello. Please i have a question. I start the game with Depotism, so the city of the image can support 2 units because it has 2 citicens. ok? But there are 3 units without shield and 2 units with shield, so the city supports 3 units. I dont understand. When i start the game, the 4th unit costs 1 pointt of production.

I'm not sure of all the differences in Longturn, but in normal rulesets...
No. Each military unit costs 1 production to maintain. Despotism gets 3 free production upkeep per city. Thus you can maintain 3 units free per city. All additional units must be maintained.
