Maybe the Eiffel Tower could be added with a reasonable price but for a short period of time only. Something like Railroad - Combustion. It might be more like a gimmick but might be fun. Then again, maybe not for LT40 but for the next semi-experimental game :)
If you really want some kind of cost, then do the following:

1. Anarchy lasts 10 turns. Period.

Of course, nobody will want this so:

2. Have a City Improvement that basically does "immediate transition", but it costs,let's say, 50-100 shields to build and then it costs 10 gold per turn to maintain. Naturally, people will build it for the occasion of switching government and then sell it. Repeat for the next government change a month later.

No problem really if there should be no penalty at all. However this might result with some nasty tc stuff. You switch do democracy every time the tc has happened and then become immune to inciting cities or bribing units. Then 10 sec before tc switch to communism to do the actual production while in communism. The switch back to democracy right after tc and repeat.

Yeah, this was the actual reason why this effect has not been really activated on games.
