Who is (if anyone) in charge of Freeciv Wiki? Would there be any objections of there stories like this were published there under a separate category?

The Wiki is a wiki, and not of a too strict policy. If the author does not object, you can put there everything game-related and basically meaningful for the readers. Longturn stories are obviously of the community interest.
