That would be challenge for savegame/scenario backward compatibility loading, not ruleset compatibility (that ruledit & ruleup are about). We no longer support loading savegames from freeciv versions older than 2.0 - you would need to load that first to e.g. freeciv-2.4, save there in newer format, and then load to current freeciv versions.
